Dorset could not demonstrate a five-year housing land supply (around 2.5 years), so the tilted balance was engaged on almost every case.

What is winning permission

  • Small and medium infill within settlement boundaries is approved readily, usually on delegated authority, once character, amenity and highways are met.
  • Allocated sites are delivered reliably: a 95-home scheme at Lytchett Matravers matched its Local Plan allocation exactly, and a 17-home scheme at Bere Regis exceeded its neighbourhood plan's indicative 12.
  • Permission in Principle is working as a route into small villages such as Holwell and Hazelbury Bryan, in one case granted even against an up-to-date neighbourhood plan, because the housing shortfall engages the tilted balance.

The gates a shortfall cannot outweigh

Refusals were not general resistance to housing. They clustered on hard tests that survive the tilted balance: the grey belt sustainable-location test on Green Belt sites, nutrient neutrality in the River Axe catchment, and members overturning their own officer's recommendation on a 78-home scheme at Okeford Fitzpaine.
